This course can create a new generation of professionals who understand not only the theory of AfCFTA but also its practical implications of businesses, government and financial institutions. This is particularly important because implementation requires people who understand customs, standards, rules of origin, trade finance and market access procedures.
However, too much emphasis could be placed on knowledge rather than implementation. In my onion, I know the AfCFTA Agreement is not necessarily the same as being able to execute an export transaction. The programme would become considerably stronger if every major theoretical module resulted in a practical transaction or business exercise.
Also, four months is relatively short for covering the legal, economic, financial, customs, investment, digital-trade and commercial dimentsions of AfCFTA in depth. The current programme has eight (8) modules, which creates a risk of breadth taking precedence over depth.
Again, the course should not produce only AfCFTA scholars, it should deliberately produce AfCFTA practitioners. There should be a stronger private sector orientation where more exporters, manufacturers, freight forwaeders, customs specialists, bankers, insurance professionals, standard experts and successful cross border businesses could be brought into the programme.
Moreso, the AfCFTA implementation is evolving and therefore regulations, tariff concessins, custom procedures, digital trade arrangements and national implementation mechanisms can change and so, the curricum should be subjected to constant review rather than remaining static.
This course should be staged at our tertiary institutions from undergraduate to PhD and create specialised tracks so that students could eventually choose areas such as: 1. AfCFTA Trade and Export Management
2. AfCFTA Trade Finance and Banking |
